Not true.
The anchovy is related to the herring; they both belong to the order Clupeiformes. But the herrings and the anchovies belong to two separate families within this order: Clupeidae and Engraulidae, respectively.
The sardine is also a member of the Clupeidae, which can be described as "the herring family". But the anchovies are not.
